Valley VOTE Update
At our Monthly meeting on September 15,2003 the Valley VOTE
Board passed a number of motions presented by the Valley VOTE
Executive Board. The following is a brief summary of the positions
taken by the Board along with the relevant attachments.
Motion No. 1
The Board voted unanimously to support the proposal prepared by
VICA to recognize the San Fernando Valley portion of the City of
Los Angeles as a geopolitical and demographic entity. Specifically
the July 22,2003 document entitled:"San Fernando Valley Statistical
District-Proposal, San Fernando Valley Planning Sub-Region-
Proposal." See Attachment for the text of the document.
Motion No. 2
The Board voted unanimously to support L.A. City Council Motion
Resolution File No. 03 0002-5127 presented by Wendy Greuel and
seconded by Tony Cardenas. The Resolution, endorses the VICA
proposals described in Motion No.1,and concludes with the following
paragraphs:
"Now, therefore,be it resolved,that,with the concurrence of the Mayor,
the City of Los Angeles support the Valley Industry and Commerce
Association request for a unique reporting area for the San Fernando
Valley in the U.S. Census Bureau's program; and
Be it further resolved that the City Council direct the Los Angeles
Planning Department to immediately provide aggregate statistical
information on their web site about the San Fernando Valley in a
clear and accessible manner."
Motion No. 3
The Board voted to support the "Citizens Budget Plan 2003-2005
-A 10-Point Plan to Balance the California Budget and Protect
Quality of Life Priorities" prepared by the Performance Institute
and the Reason Public Policy Institute. The Executive Summary

Motion No. 4
The Board voted to support the proposed amendment to the Citywide
Newsrack Ordinance, L.A.M.C.#42.00[f] prepared by the Coalition for
L.A.'s Enforcement Applied to Newsracks [CLEAN]. The CLEAN
Organization has submitted their proposal in a letter to City Council
members Greig Smith, Tom Labonge, and Jan Perry of the Public
Works Committee dated September 9,2003. This letter is Attached.
In addition the Board is in support of the recommended Newsrack
Provisions as described in the Technical Appendix also prepared by
CLEAN and this document is Attached
